Ministry to people confined to various institutions has expanded since 1963 when The Pentecostal Assemblies of Newfoundland and Labrador appointed veteran pastor, Arthur S. Winsor, to the position of Chaplain for Institutions. In 1982, Pastor Graham E. Noble was appointed to succeed the retiring Winsor. Ten years later, Pastor Roy A. Burden succeeded Noble. Pastor Robert G. Parsons succeeded Burden.
Pastor Shawn Bowers began his chaplaincy ministry with PAONL in June 2011, stepping into a role that reflects both his deep faith and lifelong calling. Raised in a strong Pentecostal tradition, Shawn carries a rich spiritual heritage that continues to shape his ministry today.

Growing up in Conception Bay South, heavily connected to his local church, Steve grew a desire to be used by God to point people into a deeper relationship with Him. Through various relationships with leaders in his life, he began to see the gifts God has given him so he can be a conduit in the growth of God’s Kingdom.
In 2014, he graduated from Tyndale University College and Seminary with a BA in Biblical Studies and Theology and is in pursuit of finishing his Master of Theological Studies degree, with hopes of completing further doctoral work. This experience has led him to developing a huge appreciation for academia and has inspired many dreams and goals within a post-secondary academic setting.
Steve, alongside his wife Rebecca, was the Student Ministries pastor at Warden Full Gospel Assembly in Toronto for the past 3 years giving them the unique and honorable opportunity to pour into the lives of youth and young adults in the Scarborough area. This ministry experience has further developed his passion for people meeting the God he has come to know and love.
Being placed in his current role as Pentecostal Chaplain/Post-secondary Campus Worker at Memorial University of Newfoundland has given him the opportunity to be an influence in the lives of post-secondary students, what he sees as one of the key points in life where someone either begins to own their faith or drop it altogether. It is an awesome opportunity to walk with a group of world changers as they journey further in being disciples.
The Pentecostal Assemblies of Newfoundland and Labrador maintains a powerful witness to the campus of Memorial University of Newfoundland through Chi Alpha. Modeled on a national ministry to secular universities and colleges, this organization is geared to worship, training, fellowship and witness.
